Frank Elsner is a Canadian safety, security, and risk management executive with more than three decades of leadership experience.
He serves as Executive Security Advisor and Crisis Leadership Consultant with Stonehaven Risk Group Ltd., a Vancouver-based advisory firm he co-founded. His work includes corporate security, workplace safety, crisis management, business continuity, supply chain security, regulatory compliance, executive protection, and enterprise risk management.
He is also the Chief of Safety and Security for the Natural Factors Group of Companies, where he has led initiatives involving security modernization, workplace violence prevention, enterprise access control systems, CCTV governance, supply chain security, travel risk management, and regulatory compliance.
Frank has also worked with agencies such as WorkSafeBC and Health Canada on safety, compliance, and risk management matters.
Through Stonehaven Risk Group, Frank provides advisory services to organizations seeking practical solutions for security, safety, crisis preparedness, governance, and operational risk. His clients include organizations operating in regulated and high-accountability environments where safety, compliance, and business continuity are critical.
Before moving into corporate security and advisory work, Frank spent many years in public service, including senior leadership positions in Canadian policing and service as Chief of Police in Sudbury.
Born in Germany, Frank immigrated to Canada with his family in 1965 and was raised in British Columbia between Vancouver and Oliver. Growing up, he competed in rugby, soccer, and wrestling, became one of the province’s top-ranked wrestlers in his weight class, earned expert diver certification as a teenager, and served as student council president.
Frank holds a Bachelor of Political Science from Lakehead University and a Master of Public Administration from Western University. He also earned the Certified Protection Professional (CPP) and Chief Security Officer (CSO) designations through ASIS International and completed executive leadership training through the FBI Executive Leadership Institute.
Today, Frank remains committed to advancing safety, security, public service, leadership, and effective risk management across both public and private organizations.
